How Soon Do I Need an Arizona Driver License After Moving to Avondale, AZ? – Rosie & Mariela Armenta, West USA Realty

Last updated: October 31, 2026

Short answer: You need an Arizona driver license after moving to Avondale, AZ right away. ADOT says that once you become an Arizona resident, you need an Arizona license and vehicle registration immediately. You count as a resident if, for example, you work in Arizona or stay seven months or more in a year. Many cars need an emissions test first.

Key takeaways

  • ADOT's Motor Vehicle Division (MVD) says new residents must get an Arizona driver license and register their vehicles immediately once they become residents.
  • You're a resident if, for example, you work in Arizona, register to vote here, or stay seven months or more in a calendar year.
  • In the Phoenix area, vehicles need an emissions test before registration unless they're five years old or less, 1966 or older, or electric.
  • An Arizona driver license is generally valid until your 65th birthday (A.R.S. § 28-3171).

¡Qué tal! I'm Rosie Armenta. Once the boxes are in and the A/C is running, a trip to MVD is probably the last thing you want to think about. But it's one of the first things Arizona expects from new residents. Here's what ADOT says, what to bring, and how to make it one trip instead of two.

When do I become an Arizona resident for MVD?

ADOT lists several ways you become a resident for driver license and registration purposes. You're considered a resident if any of these apply:

  • You work in Arizona (other than seasonal agricultural work).
  • You're registered to vote in Arizona.
  • You stay in Arizona a total of seven months or more in a calendar year.
  • You get a state license, or pay in-state tuition fees.
  • You run a business here that bases and operates vehicles in Arizona.

ADOT also notes that out-of-state students taking seven or more semester hours aren't considered residents, and active-duty military who qualify under the Servicemembers Civil Relief Act aren't either. If you're stationed at Luke Air Force Base, my guide on buying a home in Arizona with a VA loan near Luke AFB may help too.

What do I bring to get an Arizona driver license?

ADOT's "New to AZ" page lists:

  • Proof that your presence in the U.S. is authorized under federal law.
  • Your current driver license or ID card from your previous state.
  • Your Social Security number.

If you want a Travel ID (Arizona's REAL ID), bring two documents that show your Arizona address, such as a utility bill, a bank or credit card statement, an insurance policy or a government document. That's one more reason to start your utilities in your name right away. Still house hunting? My guide on new build vs. resale homes in Avondale can help you compare.

How do I register an out-of-state car in Arizona?

For each vehicle, ADOT asks for:

What to bring Notes
Title and Registration Application Completed and signed
Emissions compliance form Phoenix and Tucson areas only
Out-of-state title Or the registration, if a lender holds the title
Lien clearance If it applies
Power of attorney from the leasing company If the vehicle is leased
Payment Title and registration fees plus the vehicle license tax

Does my car need an emissions test in Avondale?

Probably, unless it's exempt. ADOT says testing is required in the Phoenix and Tucson metro areas, including for people who commute into them. Vehicles that are five years old or less, 1966 or older, or electric are generally exempt. ADOT's tips: a car can't pass with the "Check Engine" light on, and you should test with at least half a tank of fresh fuel. Results go to MVD electronically, so test before your MVD visit.

How much is the vehicle license tax in Arizona?

Arizona charges a vehicle license tax (VLT) every year when you register. Under A.R.S. § 28-5801, the value starts at 60% of the manufacturer's base retail price, taxed at $2.80 per $100 in the first year. Each year after, the value drops 16.25% and the rate is $2.89 per $100.

Example only: made-up round numbers, not real Avondale prices.

Example only Amount
Manufacturer's base retail price $40,000
Starting value for VLT (60%) $24,000
First-year VLT ($2.80 per $100) $672

An older car you bring from another state pays less than its first-year amount, because its value has already dropped year by year. How do I get my Arizona license and plates after moving?

  1. Gather your documents. Proof of authorized presence, your current license, your Social Security number, and two Arizona address documents if you want a Travel ID.
  2. Get an emissions test if needed. Pass it before your MVD visit, with the check-engine light off.
  3. Collect your vehicle papers. Out-of-state title or registration, lien clearance and lease power of attorney if they apply.
  4. Visit an MVD office. ADOT says no appointment is needed for these services, and you'll take care of the license and plates.
  5. Update the rest of your records. Move your car insurance to your Arizona address, and ask your previous state what it requires for your old plates and registration.
  6. Set up AZMVDNow.gov. After your first visit, activate your account for online renewals and replacements.
